I imagine that a lot of compliant commuters were keeping their cigarette packs closed, but lighting up pipes or joints, or just generally smoking other stuff at the ticket office.

So the authorities were forced to resort to language that was unambiguous, explicit and all-encompassing. And it worked; when I was there nobody was smoking anything at all.
